headlights problem

While dissassembling my dashboard I realised that the headlights and fog lamps wouldn't swich on when I turned the knob. However the lights switch on when I flicker the bright. The eliminated blown lights. Any ideas what might be wrong?

Maybe you forgot to connect the dimmer switch to the left of the steering wheel. It is impossible to turn on lights if it is not connected, but I think that you might be able to flash the highs.

Or maybe you blew a relay.

BosnianLanos is right. When I painted my dash, I wanted to test the lighting inside the gauge cluster against the new white paint coat that I put on, but I couldn't get the lights to come on but the brights would flash. I connected the dimmer switch and they worked.
