How do you set the shift light to light up when your at that right RPM? Is it the kind you need the tachometer? Give me more info please. I was planning on going out and buying one this week

If you're talking about the shift light.... then there's a nob on the back of the case... you can barely see it in the picture, you set it to light up from 3k-12k rpms. And no, you do not need a tach for it to work what so ever. Just connect the power wire, ground wire, and the tach signal wire... you're done!!
