it is a relay indeed... only devices using relays in this area are signal lights, hazard lights and speed 4 of th A/C blower

Thats not the only ones, there's quite a lot, even the chime for the door opening has a relay.
Best thing would be to check the diagram? Or check for empty sockets like the one hes found and match the pins, as most of the sockets are actually different in a car, which is helpful.

i talked to him on the phone and he said he found where it was supposed to go but its just weird that one will fall out like that. he said it fit back in there nice and snug so its odd to have a random relay fall out on you while you are driving, especially while you are driving-it could be dangerous if it was for sumtin vital.

Not really thattttt dangerous. I mean there's no relays for brakes or anything. It's not as if a relay falling out could make your steering lock or something come on. Most dangerous one would probably be your fuel pump one cause your engine would die. But then again, your moving still, in gear, so your power steerings gonna work still, unless you're in neutral, or have an electrical power steering pump.
