Fuel Delivery Problems

I need help! I don't know anything about cars.

We have a 2002 Lanos hatchback at the shop as we speak. They say it isn't getting fuel. First, they say it is the fuel pump. Then they said it might just be the fuel regulator. I have a mechanic friend who said the regulator shouldn't cause the car not to run, but would just make it run rich. I don't know what to do.

Does anybody know of a history of any problems with these cars not running due to lack of fuel delivery?

of course the car cant run if there wasnt any fuel delivery, and the main reason for this delivery is the fuel pump, its 90% the fuel pump has stopped working, check that first man.
