Do you really need the J-42492 Timing Belt Adjuster & KM-470-B Angular Torque Gauge?

What is this and do I need it?

if you got a 42mm wrench then their is no need for the adjustment tool.

the tool you posted is used to lock the cam gears together while you put the timing belt on ... it is an aiding tool but for 34USD i say it is a waist of money unless you own a garage or so and going to use it very often.

you need the 42mm wrench to adjust the water pump. then your timing belt have proper tension.
you can take the alternator off to get more room for water pump.
but you can just ask another people to help you hold the cramshaft and save the money.
