I wanted to put this pic as my avatar but I couldn't but when I resize it and try uploading it says failed stream to open so I want help to put this pic.

upload the pic to photobucket.com and then put the URL in the place for your avatar

did you put the URL in the url box and not the file box? the last line is for adding a url based image.
