i'm guessing the person was too lazy to just take apart the light to paint the inside. i know i would've been. probably just used krylon fusion paint or even just regular ole spray paint. looks like the bigger hole was the outline of the spray can top and the smaller ones were probably like cups traced out on making tape. nothing really to it. the tricky part is making sure they match up on both headlights.

Im going to try to do it next week and on my tail lights.. now that i got my windows tinted really dark it'll look nice

it should be just like putting on vinyls. get a heat gun and a spray bottle with some soapy water and a squeegy(spelling) and go at it. cut the tint bigger than the actual light then smooth it out good enough use a razor to cut off excess tint. i've never done it myself but thats what i was told before.How do you tint them? thats actually want i wanted to do but it sounds hard

I had temporary tint on mine, the kind that you remove in winter. I simply cut it to shape and left like 1 inch around to tape to the inner housing. I would assume that you could get a more permanent solution by actually getting window tint professionaly put on them, but I was afraid to do it as the heat might make the lens crack.
My option would be to get special brake light tint spray (Ebay and such) and just spray them. It looks really good and allows you to still be seen.
I think it would look excellent as your car is already 90% blacked out.
