Why cant I load up an avatar???

As the title suggests, I have tried many times to upload the avatar but it will not accept it, it is less then the file size and image size but still wont load up???
HELP.

It is in Jpeg format, is that ok???

Jpeg is just fine.

If you still can't get it to upload, email it to me and I'll host it on my server so you can just link to it.

maybe it is a size problem or so... send it to OZ anyways and he will host it, mine is already hosted their (thank you OZ).
