That problem almost sounds like an oxygen sensor issue. Give all the other sensor connections a look over as well. Perhaps when you disassembled the intake hoses you didn't reconnect one properly.
And yes, the computer stores the codes until it is either reset or the battery removed for a few minutes. I'm 100% sure.

If its a sensor issue why would it only come on at 100+?

maybe at this speed the problem occures... not necessarly a bad sensor but might be a sensor detecting something wrong.
as for "blinking" vs. "always on" CEL: the always on CEL means something is wrong but you can still drive the car as usual, a blinking CEL means something is really wrong and you got to check your car immediatly... in a much shorter version: a blinking CEl is much more sevear than an always on CEL.

Let me see if I can shed some light on this.
First off, a blinking CEL (or MIL) is only caused when you incur catalyst damaging misfire. A steady CEL would usually indicate a level of misfire that is considered to be out of spec on the emission side or any other issue associated with the emission controls (i.e. O2 sensor malfunction).
In any CEL case the code is stored in the history for some pre-determined amount of time depending on the severity of the code. For a blinking CEL it should stay in history for at least 3 key cycles, but there is a way that it could actually be cleared after just one drive cycle.
There is no CEL associated with the steering system as this has nothing to do with emissions.
My guess at why you are getting a CEL is because the monitor for detecting misfire is based off of the crankshaft and when you replaced your pulley it caused some sort of minor issue with the balance that is only detected at high speed and the ECM thinks that you are misfiring at those speeds. We would be able to help more if you could get a code, which could possibly be stored in your ECM at the moment, but it sounds unlikely. However, if you do encounter a blinking CEL and you don't turn the car off, you should be able to go get it checked and get the codes.

well hell my cel comes on everyonce in a while at any speed and when i do go to autozone to get the code they can't get anything to come up. and i go there when its blinking so they can see it and then check it. they don't know whats goin on either. the car doesn't seem like its losing power or anything so i'm not sure what it could be.

as i understand the crank position sensor got nothing to do with the UD pully, the sensor detects crank motion from the sproket gear at the back of the pully not the pully itself.
from the pics Tom posted i can see that he is selling the pully only so you have to use the OEM sproket so at this point you are tuning your crank at the same RPM and the OEM sproket is giving the appropriate feeback to the ECU through the crank shaft position sensor... i can't see why a UD pully cause a CEL.
Tom: can you confirm my assumption here concerning the use of the OEM sprocket with your UD pully??
Kinky: how exactly did you install the UD pully you got from Tom?

just realized that the two pullyes are different... the one for the lanos doesn't have the 4 holes in the UD pully.
actually the UD pully is more like the pully on a 2.2 engine pic i posted in this post:

*EDIT* hell i don't see any sprocket or a crank shaft position sensor on that 2.2 engine... this is getting even more confusing.
