It could also simply be blue bulbs, Ractive style for example.

More often then not you can build them yourself but much easier to buy a housing with the Angel Eyes installed. HID Kits ARE UNIVERSAL. The housing if you look close enough you will see a Blue neon ring.

Angel Eyes are the neon ring around the bulb.

HID Are High Intensity Discharge Xenon bulbs.

Just look closely and you'll see the "rings"

Acctually, they aren't rice, they actually came on bmw and still do to my knowledge. U can buy the rings on ebay and wire them to your park lights, they are cool,
