to be brutally honest, there is no real way of telling thru pictures unless you have some paperwork for it, because many fuel pressure regulators can look alike but have different functions.
to me that looks like one of the 'cheap' adjustable fuel pressure regulators (as found on ebay)

Every FPR (even stock one) can work with boost as well as with vacuum. So, it lowers the fuel pressure when idling and normals the pressure on 0bar (100kpa), and highers the pressure above atmosphere pressure (above 100kpa, 0bar)...
So the point is that the differential pressure between manifold air pressure and fuel pressure is always the same (nominal one)...
