Would that rule have been put in place to keep people with slower computers from posting the same thing twice by clicking the submit button multiple times?

................. just went to the panel..... found it.... it's set at 15 seconds.

I don't know how quick most places put it at...... I know a few forums where I swear it makes you wait like 60 seconds or more.
