License Plate tracing

Does anyone have and software/usernames to get free license platetracing. A blue jetta, Washington plate number 154-jdc, egged my car. The police are following up on a report and the damage is being fixed at the other guys expenses but I want to know who did it.

Do you have any friends that are cops?

I used to and they could look it up, but they moved away, so I can't any more.
