It depends the temperature of it. Some import cars have it as stock feature I think the HID 6000k is legal for this you need to go to the code chart of legals colors of lights...

Most of the Aftermarket HID kits are illegal, depending on where you live. Your best bet is to purchase an OEM HID system from vehicle equipped with HIDs. I believe that they are legal.

like shaun said they are illegal for the most part due to the fact that the drop HID kits do not share the same housing as the OEM HID lights and if you use a non HID housing with an HID light it will leave you with a very messed up light pattern, let me see if I can dig up the link.
