Useful, useless or just a ground wire will do the job?

Useless. Upgraded ground wires will do the same thing.
My friend, who is an electronics engineer, bought one from someone (used and cheap) just to see what it was made out of.
He said it has a few small capacitors in it that aren't big enough to do anything other than look interesting to someone that doesn't know what electronic parts do if they were to open the box. He said, basically, it is just some wires with some extra electronic bits to make it look like you got something worth the $65 you spent on it.

Conclusion: expensive junk, don't buy it.
