speedometer correction

I know they sell little computers to correct the speedmeter if you put bigger/smaller overall diameter tires on but are they universal to fit any car?

for my race wheels i wanna go a bit smaller tires but i want it to read the speed correctly. If they're cheap im going to do that so when i just put my race wheels/tires on i just plug that in and correct it
