Heater Fan Problems

My buddy has a 2000 Leganza with an interesting problem. His heater/defroster fan doesn't work when he starts the car. After about 10-15 min of driving it slowly comes to life. It's pretty cold here right now (~15 deg) so my guess is it's some sort of expansion / contraction thing. I'm a pretty good mechanic but have never worked on Daewoos before. Is this a common problem (with a hopefully simple / cheap solution)? Any help would be greatly appreciated.

Never heard this one before.

Sounds like a loose wire going to the heater fan, or perhaps the fan itself is no good.

Bad fan.. the only thing ican think of..
