is it safe to remove all or some of the plastic inside the wheel wells? for rim clearance or something.

You'll get mud, salt, gravel and anything else (dead animals) stuck under the fenders if you take the fender well lining out. This will trap moisture against the body paneling and start premature rust.

If you remove the lining, try to fabricate something else, to go in it's place, but higher up into the fender so as to not get in the way of your new wheels.

Maybe thick sheet plastic that is rivited together. Maybe use a heat gun to bend the paneling before you rivit it together. Relief cuts where there are curves will help a lot, too .... those are just some ideas.

Dead Animals???? wow that's a great idea..... now I don't have to bother stopping to pick up dead rabbits and squirels for supper......mmmmm..... roadkill.....I'm going gopher hunting with my inner fenders off. :P
