Are "adjustable" shocks really adjustable?

im assuming that the can be stiffened of softened right?

Yes, though how 'stiff' they are can depend on what they adjust. Some brands, like koni only adjust the rebound valving. Others can adjust both the rebound and compression valving together (with a fixed ratio between the two). More expensive dampers will offer rebound and compression adjustment independent of each other. Racing dampers offer an enormous amount of adjustability.
For street use the dampers which adjust rebound and compression together will give the most 'stiffness' or 'softness'. My Spax dampers adjust rebound and compression together and have 24 settings. On the stiffest setting they are rock solid! You really can't budge them. On the softest setting they give a very comfortable ride.

We ran SPAX on our rally Mk2 Astra GTE, and they burst very quickly. We upgraded the SPAX to some full-blown rally stuff, but changed the rear to AVOs and had good results.
