as for the mirrors they were painted from another shop like two paintjobs ago. but i don't think it takes prep for the mirror. just clean it really good with some wax and grease remover and put a couple of good coats for primer so the paint sticks nicely after you wetsand it. what other plastics are you talking about?

well with the tray part just use some krylon fusion then. still clean it really good though of course. i say that b/c its effective and cheap. don't use any clearcoat though on it. i did that with some interior panels and the black came out great then i tried to use some clear in a can and it too came out good until stuff hit it. the clear chipped away easily.

I've color matched the black matte plastic mirrors on my Lanos. I did it myself, and I swear to you, it looks like it came stock from the factory.
I actually didn't do too much prep work. I don't even think that I sanded it as it was a matte surface and really accepted paint well. I just cleaned off the surface with some denatured alcohol, took the mirror apart, and proceeded to go nuts with the paint. I used regular Dupli-color automotive paint with a Chrysler paint code that matched up ideally. I also used simple automotive clear coat. I didn't even use primer. After about 5 coats of base and about 3 coats of clear, the paint looked like it came from the factory. I'll get some pics up to show you how it looks.
After about 5 months of driving in rain, hurricanes, drought, heat, humidity, and recently cold, there are no chips or peels in the paint.

You should be alright with simple cleaning and several coats of paint. You might want to opt for some sort of plastic primer, but I don't really recommend the sanding, as it only leaves scratches in the plastic, and if you go too fine, the paint will never adhere. The plastic of the cowl cover and the mirrors are both well scuffed already.
