1999 Daewoo Nubira Full Throttle Problem shifting UP

I have a 1999 Daewoo Nubira CDX with an automatic transmission. If I steep on the gas at full throttle, the engine will red line to the max of the rev limiter and not shift into second. But if I back off the throttle it will then shift. The same thing happens when I want to pass someone…. I will be in 4th gear, slam my foot on the gas, it will shift down but once it gets to the rev redline it will not shift up. But, when I depress the pedal a little, it will shift up. I have never had this problem before. Its sort of strange, it works fine if I don’t try to push it to the limit, but makes it scary when I want to pass someone. Any one know what could be wrong?
