Nubira hand brake

I often seem to be having problems with the handbrake not working on one side...any pointers on adjusting the brake shoes or freeing up sticking cables...the cables both seem to be pulling up equally but when put on a brake machine only one side is registering that it is actually braking..thanks for any advice
