no they don't... you can go as fast as you want till you:
1- use up your engine power and at this point the car won't go any faster no matter what you do.
2- hit the rev limiter and you will be able to see that on your tach or at least you will know you hit the limiter 'cause every body already hity it once or twice before and we all know how that feels.
3- trigger the EGR valve and in that case you have heated up the engine and started to produce NO gases in your exhaust so the ECU engages the EGR and the engine feels as if it lost 50% of its power or it sometimes feels as if you hit the rev limiter.
other than that their is nothing programmed in our ECUs to limit the car's top speed.
