R-134a amounts

About how much R-134a freon should a 2000 Lanos A/C system take if it's completely empty? I put one can of 16oz in but the filler hose leaked a little. The system pressure didn't seem to go up. I'm not sure if there is a large leak someplace or if I just have to add a lot more freon. I didn't hear or see a leak in the system though(aside from the cheap hose that came with the cheap re-fill kit). Also, is the kit correct in saying that the low side should be between 25-45 PSI?
