Everyone has their own methods. I normally lock both pulleys at their respective marks using a special tool, or sometimes (depening on engines and work being preformed) I'll take a piece of newspapaper and insert it between the cam shaft and the cam journal. This will completely lock it in place since paper is thicker than any tolerance built into an engine. but regardless of method, the most important thing to note, is the tautness of the none tensioned side, and the tensioner preload.
