What car do you have?

And yeah it's wise to change it every once in a while.

If you've a Nexia/Cielo there's a plug on the bottom of the ratiator than you can take out and let the water drain. Then you top it up with water and Anti-freeze [Coolant].

Simple enoug job. If your car doesnt have a plug on the radiator, just undo the jublee clip with a screwdriver or open the other type of clip with a pair of pliers on the hose going to the bottom of the radiator and let the water drain.

As long as whatever you take off is below the level of water around the car aka, just below the radiator it'll drain just fine.

Change coolant fluid before it became corrosive. Every 2 years? Look in your manual.
DON'T pour it in the drain! It's a poison. And pets love the smell, to death :( .

Oh yeah, forgot to mention that, it's extremely hazzardous to health, to both humans and animals. I head of a story, of a guy messing about at a party, he poured 4 shots of this blue alcohol, and thought it'd be funny to pour a shot of coolant for his friend, must have thought it would just taste rotten, but the guy actually died from it. Not such a funny party trick after all...

Drain it into a bucket/basin and dispose of it properly.
