So, I know little about cars. I just want to get that out of the way. You may speak to me as a simpleton.
My timing belt is completely chewed and I need to know if my dad can fix it.
All I need to know is whether my engine is restricted or non-restricted.

I'm not sure how to understand "engine is restricted or non-restricted."
The 16valve DOHC is a interference engine. That means when the timing belt snaps, pistons hit valves and bent them.
If your Tbelt is still in place and you can place the timing marks as follow by turning crankshaft bolt by hand
you probably have no damage on engine.

i think you mean interference or non interference...
in that case then i am sorry to say it is an interference engine and odds are you bent some valves and you have to take the head off

What kind of parts would I need exactly to replace the head? Would I just need to replace the valves or the pistons as well?

it depends on the damage occurred at the time the belt snapped
most guys only need a new set of valves only along with standard issue head gasket due to head removal... in severe cases some people did damage their valve guides and some lifters... i think this is not your case as you were not at high revs when your belt snaped... anyways when you remove the head you will be able to accurately assess the damages.
