Need help trying to tighten tensioner for timing belt

I managed to loosen the timing belt tensioner but I am not able to tighten it back up because I loosened it by hand. I want to tighten it well with a tool but am not sure what tool to use. I heard a "crows foot" (may be called something else) is the only tool that will fit in such a small space. It looks like a open ended wrench that a ratchet connects to. The diagram I have shows that they use a timing belt adjuster J-42492 which I'm assuming is just about the same as a crows foot. Has anyone had to adjust the tensioner and if so what tool did you use?...or do you know where I can find a timing belt adjuster J-42492?
