Truth be told every OBDII system cuts off fuel during deceleration. This is mostly done to reduce emissions, and protect the catalyst. Every OBD II vehicle since 1996 (in the US anyway) has this feature. Modern systems are just much more precise and can regulate fuel feed based on more variables now...

Wow! I don't mean to sound negative, but, yea you SHOULD NOT be trying to drive that thing. The valves are obstructing the travel of the pistons/rotating assembly. NP... You had a connection issue I assume? I've changed more harnesses and connectors, than the sensors themselves in all my experiences with the 1.6 and 2.x liter engines.
