You are going to have to take that pulley off. Get an impact wrench. Or, get a breaker bar and wedge it somewhere sturdy then bump the starter.

Sounds like someone changed the belt without bothering with the other service items... Sucks when that happens.

They are very hard to get to but yes, you do have to loosen all of them. You will also want to replace the pump along with the gasket while you are at it.

The allen head screws have to be accessed through holes in the rear timing belt cover.
