Well, here is a manual
http://genisysotc.com/pdfs/526933GMSPSManual.pdf on the very last page it basically states that any GM vehicles after 96' should be programmable. If this applies to GM-DAT, I can't say, but I don't see why not.
And here and Engineer speaks about (in super broken English) something called "software of Card memoery of DCN" but he didn't provide any links sadly
