that was rusted on my sisters 99 lanos so-hc 1.5anyone know what it is?

along the same lines. You will have to get the rust holes cleaned and welded back together.
the only other option it to get some of DEI's "self sealing" leak proof tape. it's made to be wrapped around AN line-ends to stop or prevent leaks. you could wrap the steel part on the block there and them put the rubber hose back over it.
other than that you are looking at swapping out engines.
